(a.k.a. "Buying a Phone Line")

Buying Phone Lines (Regular Lines)

Until late in the last century, it was necessary in Japan to buy a Subscription Right before a telephone could be connected. This is commonly called "Buying a Phone Line" by foreigners. Subscription Rights are no longer required but the monthly charges are ¥263/month less if you do own one.

Surcharge for 'Non-Owned' NTT Phone Lines.

A ¥263/month surcharge is applied to all NTT phone lines that are used without a Subscription Right. NTT calls such lines "Lite Plan" or just "Lite." If you do get a Subscription Right, then you won't have to pay that fee for as long as NTT charges it.
